If the "huge fan" is the windmill in Arturus, you are supposed to release the blades and turn them counterclockwise (this opens the roof so you can add manure to the hovercraft there). If the "huge fan" is the one releasing air and sparks on the Fire Planet, you are supposed to go below it to reach the bottom of the volcano. You do this by quickly dashing to the safety areas, between the releases of air.
