On a regular cab Ford Ranger, the Jack and lug wrench are behind the passenger seat bolted to the floor.
New cars come with a lug wrench and a jack.
At the rear of the vehicle, in the cargo compartment, there should be a panel on the left side. Remove that, and the jack and lug wrench will be in there.
If it is the supercab the lug wrench and the jack are located under the jump seat on the passenger side, at least in a 95 they are.
Lift up the backseat.
The jack and lug wrench are located underneath the rear passenger side seat. There is a loop in the middle of the seat that you will need to pull and the seat will fold forward. The spare tire is located underneath the rear of the vehicle.
Typically a jack and a tire lug wrench. You can also use a ratchet or impact wrench.
Mine was under passenger front seat with jack.
Try using the lug wrench
A standard wheeled tire iron will work great to remove the lug nuts, especially with an electric jack.

Check under the passenger seat when you slide it forward. The lug wrench should be in the door jamb on the passenger side if it's not under the seat.
