Pop your hood, it is located on the right side, facing your car's engine near the brake fluid canister. It is contained in a black rectangular hard plastic. Open it and you will see two big cylinders and a couple of small cylinders - one of them is the lights relay

had the same problem on my 2000 galant. the bulb holder was not getting a good ground on the passenger side. i cut and wedged a piece of aluminum from a can between the bulb holder and where it fits into the light. both lights came on and worked fine. hope this helps.
