Maybe a one piece module located behind the hazard switch if located in dash
The flasher for a 99 Cavalier is under the drivers side of the dash. The flasher is mounted at the top of the emergency brake pedal.
The old Toyota previa models 90-99 are the opporsite way around so indicator arm is on the right side and wiper arms is on the left
It's the orange light in the front headlights and the orange strip in the tail lights. The flasher itself is located in the dash behind the flasher switch itself.
You have a blown fuse.
The Charcoal canister for a 99 Grand Prix Gt in in the drivers rear tire well. you have to remove wheel and then a plastic cover to get to it.
I assume it is the same on a 99 as a 2000. 2000 is right behind and is actually part of the flasher button itself.

The '99 flasher fuse is in the fuse box in the engine compartment and the flasher switch solinoid in under the dash on the left side. Hope this helps. The flasher fuse is located on the kick plate of the passenger side above the fuse box. I actually just replaced one too!
The relay switch flasher on a 99 Dodge Stratus is located in under the dash near the pedals. It can be accessed by removing the outer panel and pulling the flasher from the housing.

It is a serviceable part. It is located on the drivers side over the rear axle.
