It's the smaller valve on the line coming from the accumulaltor/dryer. It is right in front of the firewall on the passenger side. A recharge kit will tell you what to do. You know that.

1999 Buick Century low pressure A/C valve for adding R-134a refrigerant (freon). The low pressure A/C valve is located in about the upper center of the firewall to the right of the heater core inlet and outlet (right side - as if your sitting in the driver's seat). Look for a black plastic cap behind the transaxle (red-handled) dipstick.
Heat control is by air flow control doors in the a/c and heater box. There is no water valve.

the recharge valve is the smaller valve on the low pressure side (line). it is located above the dryer and next to the low pressure switch.the valve is on the line right next to the firewall on the passanger side.
Look on the firewall of the engine compartment on the passenger side. You should see the a/c accumulator there.( It is a long cylindrical looking tank, with a/c pipes running to it. Directly above it is a plastic cover, which is attached to the fire wall by two screws. Take out both screws and pull the cover out far enough to see behind it. You should see the Low Pressure Valve more or less dfirectly above the accumulator.
It is inside the trans, on the pass side of the valve body.
