I have a '92. The low side port for charging the system is under the car, just to the left of center if facing the front. You'll see it if you look hard enough. It's right near the front of the oil pan.
The low side AC port on a 1994 Buick Skylark is on the passenger side of the engine compartment. It is near the front of the oil pan.

If they are the exact same engine (3800 tuned port injection) then yes.
Connect a freon gauge and tank to the low side ac port. Start the engine and turn ac on high. Open the valve and let the freon flow until the system shows full.
