It is conveniently located under the air filter compartment. You need to remove the 4 screws holding the top cover and loosen the ring holding the air tubing to the top of the air filter compartment with a flathead screw driver. Use a 10 mm socket wrench to unscrew the bottom half of the air filter compartment from its mount next to the battery. Pull up on the lower part of the air filter compartment until you have removed it completely from the engine compartment and set it aside until done adding refrigerant.
The High pressure port is also located here, and is the larger of the fittings. Note: Depending on production month, the air cleaner may or may not have the above mentioned 10mm head bolt.

yes, it does I've got a 99 century (regal engine drop) it does have a rev limiter, and a governor, both of which are controlled by the ECU to remove it, you'll need to reprogram the ECU through your OBDII port
You can find the refrigerant charge port on top of the air conditioner compressor. The refrigerant charge port will be labeled as the low pressure port.

I do not know if it the same as the 99 but the low port is the one further away from the radiator on the passenger side of the car.
You would charge it from the low side port.
Above and to the left of the high side charge port. It will be afixed to a flex line. Right below the engine mount bar marked 2D. Look down right below the engine fluid cap. -VG
