I have a 92 f350 4x4 crew cab and the relay is located on the back of the blower motor located in the engine compartment. comes off with 2 screws. If your fan is going it will burn out the relay as soon as you install the mew one. Speaking from experience.

The fuel pump is located in the fuel tank and is cooled by the fuel. If you ran out of gas it could cause the fuel pump to overheat and burn out.

I dont know anything about "relay", but think about it, you can burn stuff with a torch.
The relay is located on the bottom area of the antenna itself. Most of the time the motors burn out, or the gear inside the motor strips out. If that's the case, replacing the whole assembly is the easiest fix.
