If democracy is what you mean, it is a form of government. The United States, for example, is a democracy. A democracy is the belief that the the government is run by "the people". In order for a nation to be considered a democracy, it must have a voting system.
Democracy as we know it IS "a government that is run by each and every persons own vote". The problem with Democracy is that it is tyranny of the majority over the minority. The U.S. Government was set up as a Constitutional Republic, NOT a Democracy, so that even the minority has a voice, and so the Majority doesn't rule over the Minority. - Pat Riot

In a representative democracy, the voice of the people is what guides the crucial decisions of the government. The majority voice is what guides important issues like economic development and government spending.
