There is no mint mark on the 1921 Peace dollar because they were all minted in Philadelphia and thus carry no mint mark.
Two types of silver dollars were minted in 1921. If it's the more common Morgan design (eagle's wings spread) the mint mark location is above the DO in DOLLAR. No mint mark = Philadelphia D = Denver S = San Francisco The much scarcer Peace design (wings folded and the word PEACE on the back) was only minted at Philadelphia and thus doesn't have a mint mark. the "P" mint mark wasn't used on $1 coins until 1979. No Mintmark just means it was made in Philadelphia.
The 1928 Philadelphia Peace Dollar has no mint mark, indicating it was minted in Philadelphia. A normal 1928 Peace Dollar would have a D or S mint mark denoting it was minted in Denver or San Francisco. The absence of a mint mark on the coin indicates it is the Philadelphia Mint version.
