The switch is located inside of the frame, underneath the panel where the shift lever comes up. Remove the knob on the shift lever and remove 2 screws, and remove the plate. The switch is mounted below the Deck Lowering Lever.
That depends on the machine. In many cases the operator safety switch is a pressure switch in the seat.
Most common problem is the seat switch. The machine must detect the presence of the operator in the seat to prevent the safety circuits from killing the engine. If it is a commercial walkbehind mower, then it would be the bail(s) attached to the handles and the switch associated with those.

Most riding mowers have three or four safety switches. One for the seat, one for the clutch/brake pedal and one for the deck height lever. If the mower has a deck engaging lever there is one for that too.
There's a safety switch under the seat. It will shut the tractor off if you get off the machine while the blades are engaged. It's not sensing your weight thinking you have fallen off the tractor.

The seat safety switch is not working properly correctly. If the safety does not sense that there is anyone on the seat then it will shut down the mower. This keeps the mower from running over someone if they would happen to fall off while mowing. Or if the safety is working you may have bad bearings on your deck and that will also stall your motor, or something jammed in the blades.
Your safety switch on the seat is probably not functioning correctly. The mower can't tell that there is someone seated on the seat and therefore when the deck is engaged it shuts the engine off for safety. Look under the seat for a plug with two wires. That is the safety switch. There are two common switches. Normally open and normally closed. To test it you can unplug the switch. If the mower works with it unplugged you have found the problem and need to replace the switch. If it does not make any difference use a small piece of wire to jump across the plug at the end of the wiring. If the mower works with it jumped, again replace the switch. If neither of these make a difference then the problem must be in the wiring.
The STX-38 should have an electric clutch for the mower deck. The switch to engage it is on the right rear fender. It is a toggle switch. You will have to pull up on the switch and forward to engage the blades.
The seat safety switch is there for a very good reason, like say if you fall off the mower it stops and doesn't continue driving to run you over, or simply starting it standing beside it with your foot under the deck. If the switch is broken and you can't get the mower started though just use a jumper-wire between the contacts so the electrical current is complete, simple really.
