The OBD2 connector is located underneath the ash tray.
All cars and light trucks built and sold in the United States after January 1, 1996 were required to be OBD II equipped. In general, this means all 1996 model year cars and light trucks are compliant, even if built in late 1995. However there is no guarentee your 1996 is OBD2. Some early 1996 Nissan Maxima's were OBD1 and later models were OBD2. The OBD2 connector is a 16 pin connector and is almost always located on the driver's side under the dash.
Look underneath the steering wheel column, and towards the hood release latch there is the OBD2 Connector.

In a 1996 VW Passat GLX, the OBD-II connector is typically located under the dashboard, near the driver's side. It can be found above the pedals, close to the steering column, and may require you to kneel down to see it clearly. Look for a rectangular connector with multiple pins, often covered by a plastic cover or panel.
