On all VStar 650's the oil filter is located on the right-hand side of the crankcase. You will see a round cover about 3 inches across with 3 hex-head screw holding it in place. This is called the oil filter access cover.
Once you remove the oil filter access cover, you'll see another three hex-head screws holding the next cover in place. There are also two more screws holding this cover on forward of the oil filter access cover. They are behind the rear brake pedal. This is the oil filter retaining cover. Be sure you've drained the oil before removing this cover. Also be very careful when removing this cover because of a thin O-ring attached to this cover. This O-ring can be fairly easily torn or damaged.
Once the oil filter retaining cover is removed, you'll easily see the oil filter.

The oil filter on the V Star 650 classic is located on the right side of the engine, next to the driver's side floor board. It requires the removal of the three hex bolts in the round cover then the 5 hex bolts in the cover underneath it. Remove the covers and the filter pulls right out. There is no need to do anything with the exhaust on the 650. Make sure the o-ring is good and replace the parts in reverse order of the removal.
