The oil pan is bolted to the bottom of the engine
In order to replace the oil pan on the Crown Victoria you have to remove the engine from the car. After the motor has been removed then you remove the bolts holding on the oil pan and it can be replaced.
Not 100% but it should be in the oil pan.
Most likely a blown head gasket, and hopefully only that.

Would that be the drain for the oil? If so, its on the bottom of the oil pan.
