To get the ruby in Firered, the one you have to give to Celio, go to Mount Ember near One Island. At the entrance, move to the right slightly and you will see two Rocket Grunts, you must defeat the Pokemon League to confront the two grunts. Once you defeat both of them, they will flee. Then enter the cave that they were blocking before and navigate your way through the small number of rooms until you find the ruby.
