After your third encounter with the parrot (atop the palm trees at far right in Parrot Port), the pirate in the tower offers you a reward for its return. Get the cracker from the upper left inside Petey's Pub. The parrot should be flying above the first hut and the Trading Post. Use the cracker to lure him to the tower.
