Take the inside of the glove box out and look in and down to the RIGHT and you will see it. On that year, it is called a ECM. engine controll module.
Look to the front driver's side area of the engine. There's a plastic cover next to the battery, and the PCM is underneath that.

From what I've read, Chevy hasn't called it an ECM since the 92 model. It is now called a PCM and is on the drivers side frame rail in front of the engine under a black plastic cover.
A 4L60E would not fit on a 91 Silverado because of the different dimensions.
