The approval meter from Morrowind and Oblivion has been removed completely, you only get the option to persuade, bribe, lie, etc, in specific circumstances.
So for example, at one point you see a mercenary walking on a road close to Morthal. You can ask him what's up, and he says he can't really say. One reply would be like this,
"Are you sure? It'd save me a lot of trouble (Persuade)" and if you choose this, it does a test on your speech skill to see if the persuade attempt works. Some attempts might work automatically.
But most of the time, the conversations with people will not have a diplomacy option like that.
I'm hoping the coders at Bethesda will at least give you the option to use since they are responsible for the working of Creation Kit Skyrim.
You cannot become a Werebear in Skyrim, unless you've added a mod that gives you that option. The only were-creature the base game offers, is Werewolf.
There is no option to make custom spells like Morrowind or Oblivion. You have to stick with the ones taught to you by the spellbooks you buy.

No you cannot. The Dawnguard DLC doesn't gives you that option. But you can look up mods that will bring this to the game.
By doing quests. A lot of them require you to get information out of people and intimidating is an option to get them talking. (Along with bribing and persuading)
Click anywhere else on the map, you'll be given the option to add a custom marker or remove the current one.
