The entrance to the greenhouse is above Balding Avenue. Once you have rescued the Second Spy, and have the grappling bowtie, climb above the Grease Monkey garage and enter the Rooftops. The building with the greenhouse is to your left, but you will need to wear the Chameleon Suit because it is guarded. To get past the lasers, grapple to the red building farther left, climb it, and grapple back to the right, to the antenna on top of the guarded building.
