You have start at the top of the town and you have a waterfall, then a pond, goes to a river, to a smaller pond, down a river and into the ocean.* So like 5 places. *That is what most towns have, but not all.
Each Animal Crossing town has at least three bodies of water. 1) Ocean: Located at the base of your town, this is the largest fishing area. 2) River: This thin body of water winds throughout your entire town, snaking it's way down and across until it meets with the ocean. The river typically has one or two larger areas in it (a pond in a river so to say) where you may be able to find different fish than in the rest of the river. (Extra: In Animal Crossing and Animal Crossing: City Folk, there is also a waterfall to account for the change in elevation in your town.) 3) Ponds: There is typically between 1-3 of these located throughout your town, often near the main buildings (Able Sisters, Museum, etc.). They are about the length and width of a villager's house. You can find a few very specific fish in these areas.
It's the diving beetle, just grab a net and catch it, same with pond skaters, those stick-looking things :)
