On a 1993 240 Volvo the Power Steering pump and reservoir are a single unit and it is located above the a/c compressor. Physically it looks like a small black box with a black cap on top. The cap itself has a small dipstick to measure the oil level inside the unit. The unit will have two metal hoses coming out of it.
The reservoir is build into a power pump, twist off the cap.

It depends on your skill level with mechanicing.
While there are many reasons for non heat production, the primary reason you aren't getting heat in your 1998 Volvo 240 is the simple fact that Volvo stopped producing the car in 1993.
