On a 1998 Mercury Tracer : The power steering fluid reservoir is at the front of the engine compartment towards the passenger side < of the vehicle ( when looking from the FRONT of the vehicle , the power steering fluid reservoir is the reservoir on the RIGHT )
The reservoir on my 2000 Cougar is behind the front passenger strut tower, it should be the same on your 2001, they are the same car under the hood.

It is part of the power steering pump assembly.

The power steering might whine on a 1998 Mercury Mountaineer because the pump or reservoir is low on fluid. Check the reservoir and add fluid to eliminate the whine. You may have a leak in the system.

I was looking at a picture in the 2003 Mercury Grand Marquis Owner Guide and it shows the power steering fluid reservoir at the front of the engine compartment between the engine coolant reservoir and the engine air filter box
The power steering reservoir is mounted on top of the power steering pump.
