You may have over filled the reservoir and the fluid will expand as it heats up and come out the cap.
The 1993 Chevrolet Astro Van power steering reservoir can be found on the back side of the engine. The power steering reservoir will be between the engine and the firewall.

Power steering pumps are self bleeding, fill the reservoir, start the engine and turn the sterring wheel from stop to stop. Add fluid to correct level.

Check your power steering fluid. Its probably low. Make sure belt is tight and also check that power steering reservoir is full of fluid.

Find the pump. It is easy to find because it is driven by the serpentine belt or a separate drive belt. Fluid is checked and added at the power steering pump reservoir. If the reservoir is not mounted on the pump, follow the hoses from the pump to the reservoir.
The power steering reservoir is located on the passenger side rear of the Engine compartment underneath and behind the alternator. . It is a very tight fit.
