On my 2003 town & country the relay was just right of center on the frame in front of the radiator. To reach it I removed the plastic cover underneath and in front of the hood latch. It requires removing approx. 8 screws and two carriage screws (they are on the bumper cover). Once removed you can visually see the relay on the frame. All this info was standing in front of the van. I paid $73.00 for a new one at a dealership.
It is located behind the grill closer to the driver side.

If you are talking about the radiator cooling fan it could be the fan fuse or the radiator fan relay needs to be replaced... the fan relay is VERY common for these vans. I have a 98 T&C and just had to replace the fan relay. The Rad Fan relay cost $40.00
The starter on a 2002 Chrysler Town and Country is on the radiator side of the engine behind the engine mount bracket.
It is labeled EATX in the fuse box.
If it is in the same place as a 2002 it is located in front of the radiator and rivited to the top of the steel bumper behind the bumper cover on the drivers side.
It is under the housing where the upper radiator hose hooks to the engine.
The thermostat is under the housing where the upper radiator hose attaches to the engine.
Common causes include low coolant, inoperative radiator fan, radiator restriction.
The fan control module (sometimes referred to as a relay) is failing and needs replacement. IT's located behind the front bumper driver side.

The coolant temperature sensor is screwed into the engine, behind where the upper radiator hose attaches. That is the main sensor the computer uses to run the radiator fans.
