The radiator fan relay is located in the engine compartment in the under hood fuse panel. Follow the red wire from the battery to the black box. Take off the cover and look on the underside it will tell you its exact position.
Check the temp sensor. Also, if the AC compressor is on the radiator fan will be on, so turn off the defroster and the AC.

I have a 1995 and it is under the hood in a black plastic case in the top left corner (standing in front of the car!). There is actually 3 relays the one on top is the radiator fan relay.
