In the front
The horn fuse on my 2000 Montero Sport is located in the fuse box under the dash, to the left of the steering column. The fuse box cover shows a horn symbol.
On a 1999 Ford Explorer , there are 2 fuses in the fuse panel on the driver's end of the dash ( the cover is visible with the driver's door open ) for the radio. In location # 29 is a 10 amp fuse for the radio and In location # 20 is a 7.5 amp fuse for the radio / GEM / and rap module (Helpfull) On a 1999 Ford Explorer Sport the radio fuse/relay location # is 28 a 7.5 amp fuse, 29 a 25 amp fuse, and 34 and 36 which control the CD function and are both 7.5 amp fuses.
I'll bet you inadvertently shorted out some wire somewhere. Look for the fuse block, probably up under the dash somewhere. There will be a fuse clown there somewhere.

It has a relay not a fuse, it is located in the passenger front seat foot well under the dashboard.
Doesn't seem to have a fuse. Does seem to have a fuse relay, which I believe is located in the right side (passenger) kick panel.
Turn on the radio and start pulling fuses. When the radio stops working, that is the fuse. Try the cigarette lighter fuse first.
it gets its power from radio so its on the radio fuse but if the radio is working its not the fuse my advice is go buy an antenna that's not powered just make sure it has several mounting pads
