In the main fuse box under the hood. Should say something like H/L Relay on the fuse diagram (inside the lid).
It is in the fuse box under the hood (at least for the 1997 Subaru Legacy) Also for my 2007 Outback so you can assume that it is in the same place on most, if not all, modern Subarus.
See "Fuses" on page 46 of chapter 11 "Maintenance and Service" in your "OWNER'S MANUAL".....
it's behind the glove box in a slot by the blower motor. Not the easiest to get to.
On a 1996 Subaru Legacy, the starter relay is located under the head in the relay box. The relay box is located on the driver side at the rear of the engine.

As per the Subaru Service manual: Mirrors Remote Control: Fuse no. 6 in fuse box (behind coin tray) check label. Mirrors Heaters: Fuse no. 9 in fuse box (behind coin tray) check label. Fuse no. 10 in Main Fuse & Relay Box(in engine Compartment.

On the back of the fuse box case, there is a description of what each fuse is for and what the amperage is supposed to be. There is a small fuse box above the driver's left foot. There's also a main fuse relay next to the battery.
The fuel pump relay on a 1992 Subaru Legacy is just above the internal fuse box. The fuse box is located on the drivers side, under the dash.
The blower motor relay on a 2002 Subaru Impreza WRX is located in the exterior fuse box. The exterior fuse box is located underneath the hood.
Main fuse box is under hood near drivers side. Another fuse box is under hood release.
