On my 97 it is on the passenger side basically in front of the glove box, but it is a decent arms length into the engine compartment. If you are standing on the passenger side looking into the engine, look directly below the torsion bar behind the alternator in front of the glove box.

On a 1998 Mercury Tracer : The power steering fluid reservoir is at the front of the engine compartment towards the passenger side < of the vehicle ( when looking from the FRONT of the vehicle , the power steering fluid reservoir is the reservoir on the RIGHT )
in the far left hand side. right above where the belt is . it is kind of hidden just under the windsheild.

The power steering fluid reservoir on a 1998 Honda Passport is found on the driver side of the engine bay. It is located in front of the brake master cylinder reservoir.
On the left side of the engine compartment there is the reservoir for the power steering fluid. Make sure that you do not put steering fluid in the radiator reservoir.

The power steering might whine on a 1998 Mercury Mountaineer because the pump or reservoir is low on fluid. Check the reservoir and add fluid to eliminate the whine. You may have a leak in the system.
