Dash lights and tail lights are on the same fuse.
there is a reverse light switch that you can purchase it is pretty much plug and play. it is located on the side of the transmission housing

Most likely it is. I have had several neutral safety switch issues before, and it sounds like what happened to me. If you put it in reverse do the reverse lights light up? If not that is also a safety switch problem.

the reverse light switch is usually mounted on the shifter inside the car.
The 1996 Chevy Tahoe reverse wire is light blue. You can find the reverse wire inside of the steering column.
Chevy did not use a reset / Inertia switch on there trucks.
