Once you have beaten the elite four, and obtained the national dex, you need to go to one island and talk to celio. Then go up to the fire mountain where moltres is (forgot the name) and go to the side where the two rocket grunts are at. If you have the national dex there will be a cave behind them. Talk to the grunts and battle so they move. Then just go through the cave and the ruby is in there. Glad i could be of service.
