In Final Fantasy 1 the sea shrine can be found at the town of Onrac. Prior to being able to enter the shrine you will have to take the airship to the small desert west of Onrac. Land near the edge and walk north to the small patch of sand. There you will find a caravan selling a Bottle for 50,000 gold. Buy the bottle and take it to the town of Gaia. Search around the town for a small pool secluded amongst some trees. If you used the bottle there it will release a fairy which will reward you with Oxyale. Now return to Onrac and locate the submarine docked there. With Oxyale to breath you can travel down to the sea shrine.
