There are directions in the car manual. Please read manual for all precautionary steps. If you can not put car in neutral with the key on and your foot on the brake, then put the steering column in the fully upright position by pulling steering column lever down and moving steering column up. Put e-brake on. Underneath the column, locate circular plastic cover and remove with flat head screw driver. Insert left hand pointer finger into access hole and press interlock button while moving shifter to neutral with right hand. My car did not restore power until I removed the e-brake and rolled the truck a little. Then it began to operate normally.

It is located on top of the steering column. Right above the shifter. There is also a lever underneath th steering column cover. Remove the cover and push the lever down, it releases the shifter.
It could be that the shift interlock is not releasing. There is an override switch underneath the steering column or the shifter console.
