The jack and spare tire for a 2002 dodge neon is located in the trunk, under the trunk mat. The jack is located with the spare tire.
When you open the tailgate you will see a small opening in the panel running along the bottom just above the bumper. The crank that came with your jack under fits into that hole about 18 inches or so until it stops. Turn to the left and crank the spare down to the ground. Continue to crank a few turns to get some slack and you should be able to slide the spare out.
Insert the jack crank handle into the hole in the back near the license plate and crank the spare down until you can release it from the cable.
The jack let all the way out you have to move the handle til it lines up and then the spare tire goes over the jack.
The same crank used for the jack also cranks down the spare tire. The jack and crank are located under the rear seat(s). Under the hood is a long crank. When you open the back door, a small hole is exposed in the bottom edge. Put the crank in to the hole and you can crank the spare tire down. There should be a page explaining this attached to the jack.

You have a tool with the jack stored on the left rear compartment. There should be complete instrcution with the tool and jack. However, the tool inserts through the rear bumper and you crank the the spare down to the ground or back up into place.

Your jack kit came with a crank handle of some sort. Insert this crank handle into the hole to the upper right of the license plate on the rear bumper and turn it counter clockwise. As you turn it, your spare will be lowered to the ground by a cable. To put it back, crank it the other way to raise it into position.
