I just figured this out, but I think my Plymouth is a 93. Hope this helps!
If you're looking inside the back hatch, you can lift up the carpet of the interior and find a small nut on the right side, towards the rear of the van. Unscrewing this will cause the tire to gradually lower, but not release. Unscrew the nut enough so that you can lift the spare tire toward the underside of the van, and manuever the holding bracket through the center of the spare tire. It should be all taken care of from there.
