12 speed, you mean 1 or 2 speed? Anyway, when a fan speed control only works on high it almost always means the Resistor Pack is defective and needs replacing. It can be the speed control itself but it is highly unlikely. 99% of the time it is the Resistor Pack.
Does not have one. Idle speed is controlled electronically through an idle speed control module.
The bulb outage module, or lamp outage module, is located to the left of the drivers left leg while sitting in the seat. It is just slightly up under the dash, clipped into a black housing. It should be a white colored box with one large electrical plug with many wires plugging into it. The switch above the brake light switch should be a cruise control deactivation switch, so that the cruise control turns off when the brake pedal is pressed.
The on/off switch is on the same panel as the fan speed switch.

If you are referring to the blower motor only working on the high speed setting, then the problem is the blower motor Resistor Pack is defective. Replace it. It can be the blower motor speed control switch but not likely.

Why are you replacing the switch? If the fan works only on high speed, replace the fan resistor. There was a TSB for this.
It is not your dash control,you will find that the problem is in the FAN RESISTOR LOCATED IN FRONT OF THE FAN HOUSEING UNDER THE HOOD.TO THE LEFT SIDE OF THE ENGINE
