open the hood and look down and somewhat to the right. the transmission is the big aluminum thing bolted to the engine. lean over to the back of the trans. if you look near the firewall youll see a cable that drops from the firewall into the back of the transmission near where the passenger side drive axle comes in. that's the cable! it goes through the firewall into the combination meter that has the guages in it.
a 1992 Volvo 940 doesn't have a speedometer cable. the speedometer is controlled electronically.

It's the thick black cable running into the firewall located next to the master cylinder. The one end plugs directly into the speedometer, the other end directly into the top part of tranny.

It is probably a bad speed sensor. The speed sensor is located on the transmission and sends a signal to the speedometer. It acts like a speedometer cable only sending electronic pulses instead of turning like a cable does.
If a 1992 Honda Civic's speedometer is erratic, the problem could be the speedometer cable. It could also be the speedometer sensor malfunctioning. Check both components carefully.
Look at the bottom of the engine try to follow the + battery cable
