if it is auto look under the car, right at the back of the trans on the drivers side. its a little box looking thing it the side of the trans.
Worm gear is broken. Easy fix just replace worm gear .
In a 1990 the speedometer is electronic, but the odometer is gear driven. These gears fail frequently. I would suggest visiting the IPD website. They have the gear along with an instructional DVD to help the process.

At the top the speedometer cable is connected to a little gear in the speedometer guage, and on the bottom end it is connected to a little gear in the car's transmission.
The drive gear is in the tail shaft of the transmission. The driven gear is on the end of the speedometer cable housing.
If you open the odometer, there are two small plastic gears. One is connected to the speedometer, the other to the odometer. The speedometer gear drives the odometer gear. In all likelihood, one of these gears is missing a few teeth. I have the same problem with my Ramcharger, same year.

You remove a single small bolt, and then you should be able to pull the cable and gear out of the top of the transmission. definitly a part...either the odometer unit itself, a speedometer cable or just the gear that's in the transmission under the cable...I say this as I've never seen a digital speedometer on any topaz or tempo from 1990 a before
If it's old enough to have a mechanical speedometer, it'll be in the speedometer itself. If it has an electronic speedometer, there is no speedometer gear - to recalibrate the speedometer to match something like, say, changing tire size would require changing the parameters in the engine ECM.
broken cable? Broken gear at transmission end? Broken gear at speedometer head?
You have to disconnect the speedometer cable to check it. There are no marks but halfway up the gear is where the fluid should be. Then pump fluid into it if its low.
did you check the speedometer gear in the tranny?
