starter is under intake manifold. you can do it yourself if you are a pretty good wrench and have the manuals and tools. not easy but is doable.

The starter solenoid on a 1986 Cadillac Coupe Deville is located under the front of the vehicle. It is to the left of the oil pan.
The starter on a 1995 Cadillac DeVille is removed by disconnecting the battery, unbolting the starter, and lowering it slightly. The wiring harness can then be disconnected, the starter removed, and a new unit put in place.

If you do it yourself, the starter motor will cost you anywhere from $55-110. I got mine for $60 and hasnt given me a problem. If you take it to the dealer, they will charge you around $380
This job is very difficult, and you probally should find a garage to do this for you. The starter is located inside of the motor.
