there is no relay for the starter. there is a solenoid (switch) and ignition switch. the solenoid is part of the starter (small cylindrical shape above starter housing. the solenoid has the battery and ignition connections). and the ignition switch is where the car-key goes. you need at least 8v from the ignition to the solenoid for the starter to operate. use a multimeter. otherwise check your starter - battery connections. otherwise replace the starter. otherwise, take off the starter and inspect inside the starter housing. if the starter is clicking but not turning the engine the starter teeth aren't engaging with the teeth on the flywheel. get a manual to the car here: http://www.germanautoparts.com/Books/Volkswagen

If this is a older shape "bubble" k11 model, i suspect it will be the mass air flow sensor, which comes as part of the throttle. But that's just a guess from 4 years Nissan experience. Try the following first. Changing spark plugs Ceck for any sort of crack in the distributor cap first. Water can get in and cause it to misfire.

The starter for a 91 Nissan Maxima is located in the front of the motor. In the front bottom of the motor on the driver side (right side if facing front of car). It is cylinder like in shape with a little cylinder thing hooked to it (solenoid). There will be two or three wires hooked to it (one large wire and one little hooked to the solenoid). So, to find the starter, get on the ground, under the front of the car, look for the cylinder looking thing in the front bottom of the motor with a few wires sticking out of it.
