The surveillance cameras are positioned throughout the Museum Fantastique, and are most visible in the Statue Room. When you enter the Museum at night, however, it is not the cameras you have to avoid, but the laser detection system.
The cameras actually catch the theft of The Scream for which you are initially framed. When you go to the Security Room the following morning, there is a video recording. But you need the timecard from the museum security guard (who is at the Clown Store) to pin down the time. Once you have it, you can see the thief, and get a printout photo of him to show around the island.

You can review the surveillance videos once you have the timecard from the museum guard. You can find him at the Clown Store.
Once you have the timecard from the security guard (in the Clown Store), you can narrow the time on the surveillance video and spot the thief (it's the "helpful" shady guy). Use the printer to get a photo of him to show to people around the island.
