If you have "lost" it, try moving your mouse along the borders of your screen. You may have inadvertently moved it, hidden it or narrowed it so it is out of sight. When you find it, right-click on it and choose properties from the menu. Then, select the qualities you want, including lock.

Usually the taskbar is along the bottom of the screen, it has the start button, all the active programs, and the notification area which shows you the date and time, network status and a few other things
