If you have "lost" it, try moving your mouse along the borders of your screen. You may have inadvertently moved it, hidden it or narrowed it so it is out of sight. When you find it, right-click on it and choose properties from the menu. Then, select the qualities you want, including lock.

Your maker of the computer has nothing to do with the operating system. Windows is windows,and it does not matter what computer its in, it does not care. Rt click on the taskbar and choose which toolbar you want or don't want. You can lock the taskbar or unlock it, its in the menu when you rt click on it. But you can't lock a toolbar, only add it or remove it.
