Turn your Cadillac on! watch coolant gauge and if the temp is more than 225 your fans should kick on if not shut car off and check harness on fan with a circuit tester and check fuses
Temp sending unit for ecm. most likely sensor is bad computer cant read engine temp, fast idle do to cold reading
That would be on the drivers side cylinder head between #3 & #5 spark plugs.
The temp sending unit may be shorted to ground. Unplug the sending unit to see if the gauge drops to cold. If it does, you have a faulty temp sending unit.
A faulty temp sending unit can do that.

The temperature sending unit on a 1600 Vauxhall Astra REG 2000 is on the backside of the motor. It is found just above the oil pan.
