it was most likely installed incorrectly or you had a pulley seize up

Timing is done by Engine computer with imfo from cam and crank sensor . It is not adjustable. If you are replacing timing belt, a Gates timing belt comes with detailed instructions of belt and pulley timing marks. New belt has marks on it that correspond with cam shaft pulleys and crank pulley.
It does NOT have a timing belt, That engine has a timing chain and gears.
Mounted on top and inside the fuel tank.
If it i broken, your engine will not start. If it is worn, your engine may run rough.

The Subaru 2.5 L engine is a non-interference engine. If you change the timing belt when it should be changed you don't need to worry either way.
