YES it has a timing belt.
The cover over the points / timing set plate on the right side of the bike.

In hundreds of engines I have never seen a freeze plug behind the timing plate. They are almost always on the sides of the block, low down.
if the timing plate was taken off then just take off the timing cover and there will be notches on the timing gears so u can time it from there

The timing marks are located on the flywheel and are visible through the access hole in the transaxle case. On manual transmission vehicles, the timing cover plate must be removed in order to view the timing marks and adjust the timing.
The most likely place on any engine is a thin cover plate on the front of the engine which covers the timing gears
The position of the Ford timing belt (chain) is typically located on the front of the engine block, left (slightly lower) of the engine fan pulley. It is protected by a metal plate timing chain cover.
