It... doesnt really contain mew. It did in red, blue, and green (and maybe yellow) but now it doesn't. The game designers put in the empty truck just to tick you off. Yes, they are mean. yes, it is, but your going to need these HM's: surf, strengthtalk to the sailor in vermillion city, and he will let you aboard the s.s. anne. go through the door, but don't go through the next one. go to your right, and use surf, keep going right and you will see the red truck. use strength up against it and mew is there.

If your Pokemon are not poisoned, (all of them), make sure you left at least one battle before you get HM Cut, and then let all your Pokemon faint somehow. The ship will not set sail, and you can come back when you have a Pokemon with surf. Use surf of the wooded-looking bridge before entering the Anne, (Go right) and soon you'll see the truck. This truck will NOT give you mew, so this is kinda pointless.
