I found it mounted above the fuse module. It's almost impossible to see without removing the module and surrounding panel. Located on a bracket under the driver's side A/C duct.

There are two flasher relays under the dash in the car. One for the hazards and one for the turn signals. They are next to the fuses under the steering wheel right by the hood release On My 90 Acclaim the hazzard flasher is on the fuse block, the turn signal flasher is mounted on the air conditioning duct farther up under the dash. I found it by turning the signal on listening for the click and sticking my arm up to the elbow into the dash. It is fastened by a plastic clip onto the duct.

No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
