voltage regulator is part of the engine computer
The engine computer is the voltage regulator on a 1991 Dodge.
On my 92 B250, the voltage regulator is integrated right into the alternator. The engine computer is the voltage regulator on a 1989 Dodge Ram Van.
The Fuel Pump Relay is attached to the firewall under the hood. It is located between the brake booster and battery. It has a connecter attached to the bottom side of the relay.

the fuel pumps good on a 1991 dodge van B250 but wont turn over is the relay the only thing needed to be check?

A Dodge B250 Van does not have a mass airflow sensor.
There is no hose, just an opening at the bottom of the A/C-heater box.
Why would you want to bypass the computer? In any case the answer is no, you cannot by-pass the computer.
