The pump is in the passenger side front fender, just in front of the front wheel and tire. The pump is mounted in the washer fluid tank. You will have to jack the right front up a bit to have room to take the screws or push pins out of the plastic underbody of the car. When you remove the plastic panel you should see the tank and pump.
In a 2007 Toyota Camry, the fuse for the windshield wiper fluid pump is located in the fuse box under the dashboard on the driver's side. Specifically, you'll want to check the fuse labeled "WASHER" or "WIPER" in that fuse box. If you need to access it, remove the cover of the fuse box, and use the diagram on the cover or in the owner's manual to locate the correct fuse. If the fuse is blown, replacing it should restore functionality to the windshield wiper fluid.

how much labor time does it take to change the water pump on an 07 impala
Anything is possible however is this not is a warranty item on an '07 TrailBlazer? If you must play around with it first check the fuse. Look it up in the manual as to the fuse #. Then trace back your pump line from the water reservoir located under the intake air box. That line will lead you to the the pump unless it is attached to the reservoir itself.
