3.0l it is inside the passenger side of the engine driven by the timing belt. 3.3l it is on the lower front passenger side of the engine.
They are on both sides as well as the rear.
The valves on all engines in a 1989 Chrysler New Yorker are not adjustable. The hydraulic lifters are self adjusting.
It is inside the HVAC housing, behind the glove box.
The fuel pump is in the tank. The filter is just in front of the tank.
