It's inside the timing belt cover. You can see the underside of it which has a black plastic cap (location of thermostat) connected to a fat hose which connects to the radiator. There should also be a smaller hose leading up into the engine. If the pump is going bad, there are weep holes which discharge coolant. Be careful not to get in your eyes. The general location under the front of the car is Drivers Side
The water pump on a 1991 Subaru Legacy is in the engine compartment. It is found at the base of the engine.

ok 1990-1994 subaru legacy engines are basically the same the water pump on mine 1991 is located on the thermostat housing on the bottom of the engine on the lower tube off the radiator so find your lower radiator hose follow it is should go to the thermostat and the water pump is on that
could be something with the steering or with the power steering pump.
it is in front of the engine block under the water pump kinda low on the engine

Check the 1991 Legacy for a stuck thermostat. Check to make sure that the water pump is working properly.
